About Asia 6th Industry Sousei Academy
We are an academy registered in Japan by Chinese members, serving China.
The word “Sousei (創生)” comes from Lu Xun’s Jiwaiji Shiyi (Gleanings from the Collection Outside the Collection), meaning “to create, to bring forth, to be born and to grow.” To shape a form of existence, and to give it meaning — that is sousei.
Sousei Academy continuously generates a series of value systems through the integrative creation of knowledge, technology, information, wisdom, and human resources, in order to drive the development of society and the progress of humankind. This is our mission.
The 6th Industry. “The 6th industry” is a vivid expression, consistent in spirit with China’s long-standing advocacy of “extending agriculture into the second and third sectors.” It encourages farmers to diversify their operations and lengthen the industrial chain — not only by cultivating crops (the primary sector), but also by engaging in agricultural-product processing (the secondary sector) and the distribution and sale of agricultural products and their processed forms (the tertiary sector) — so as to capture greater added value and open a bright prospect for the sustainable development of agriculture and rural areas, and the rising income of farmers. “1+2+3” equals 6, and “1×2×3” likewise equals 6 — the “6th industry” brings rich imaginative space to agriculture.
Founder Mr. Zhao Yu has lived in Japan for over twenty years, while always keeping China close to heart. Through many years of organizing and hosting Chinese entrepreneurs on study visits to Japan, President Zhao has continuously monitored developments back home, and has built up a rich network of successful Japanese enterprises and expert/professional resources, including many in the field of the “6th industry.” Sousei Academy has thereby become a friendly envoy and a bridge connecting the business communities of Japan and China, earning high praise and trust from partner enterprises on both sides.
A rising China leads the world in many fields, but its agricultural and rural development remains relatively weak. The grand “Rural Revitalization” strategy put forward by General Secretary Xi of the CPC Central Committee has greatly inspired the entire nation. As the strategy is continually deepened and implemented on the ground, it inevitably calls for the study and adoption of internationally advanced agricultural-development models and successful operating experiences.
Asia 6th Industry Sousei Academy, with President Zhao Yu’s Japan-based founding team, has personally witnessed two decades of high-speed development in Japanese agriculture, and has identified “the 6th industry” as the stone from another mountain that can polish jade. In supporting the implementation of China’s rural revitalization strategy, the Academy integrates relevant model resources, human-resource networks, technology, capital, and brand-marketing resources from both Japan and China, helping regional governments and local lead enterprises with the systematic planning, design, and operational guidance of 6th-industry parks (i.e., demonstration parks for the integration of the three sectors).
Each 6th-industry park, once completed and operating soundly, will inevitably make agriculture stronger, the countryside more beautiful, and farmers more prosperous. Realizing this vision sooner requires far-sighted government leadership, hometown-minded business leaders, and the joint dedication of social resources and external wisdom. Asia 6th Industry Sousei Academy stands ready to devote heart, mind, capital, and effort to this endeavor.
Supporting agri-food leadership education and rural revitalization across Asia
As a specialist group supporting rural revitalization across Asia, our academy promotes regional revitalization, 6th industrialization, and agri-commerce-industry cooperation. Our rural-revitalization support activities span a wide range of areas. The core challenges are: 1) cultivating new agri-food management talent; 2) rural industrial planning; 3) securing funding; 4) marketing capability; and 5) information-gathering for knowledge production. The cultivation of next-generation agri-food management talent is the highest priority. As a comprehensive support institution for talent development education, we are committed to contributing to Asian economic growth and regional vitality.

Representative Director Profile
Fukuzawa Hiroyasu (Yu Zhao)
Regional Revitalization Planner / Industrial Resource Integrator
Founder & Representative Director, Asia 6th Industry Sousei Academy
Chief Representative in Japan, Japan Local Government Exchange Platform
A practice-oriented producer who transforms Japan's ideas, methods, and regional experience into future industries, regional revitalization, and the vision of an ideal homeland.
Fukuzawa Hiroyasu (Yu Zhao) is originally from northeastern China. Since arriving in Japan in 1994, he has spent approximately 30 years studying, working, and living in Japan, consistently engaging in Japan-China industrial exchange, regional revitalization cooperation, agricultural 6th industrialization, talent development, corporate study tours, and business planning support.
His strength lies not merely in interpretation or guiding, but in reconstructing Japan’s regional communities, industrial structures, management philosophies, and on-the-ground insights into implementable forms for Chinese enterprises, organizations, and regional projects — connecting them to actual business development. In other words, he serves not as a “language translator” but as a “concept translator,” “method converter,” and “business transformer.”
Over the years, he has accumulated extensive experience across diverse fields including education and training, investment consulting, regional exchange, agricultural training, and corporate advisory. He has played key roles at the Japan-China Entrepreneur Development Center, Japan Local Government Exchange Platform, Japan Knowledge Sousei Academy, and Asia 6th Industry Sousei Academy. Today, he is highly trusted as a bridge connecting industrial resources across Japan — including Hokkaido — with the development needs of Chinese enterprises and regions.
Furthermore, Mr. Fukuzawa has led numerous study tours, industrial exchanges, and joint vision development projects for Chinese entrepreneurs and business leaders visiting Japan. Rather than surface-level sightseeing, his tours decode the underlying ideas, methods, logic, and long-termism behind Japan’s success — emphasizing practical knowledge that participants can apply to their own businesses and regions. This is the key differentiator from typical overseas study tours.
Mr. Fukuzawa’s areas of particular expertise can be summarized in three themes:
- Business succession and entrepreneurship incubation planning
- Japan market entry support
- Rural comprehensive complexes and regional revitalization planning centered on 6th industrialization
Additionally, through hands-on practice, he has developed a unique analytical framework of “6th Industrialization + AI + Startup Incubation.” Rather than simple imitation or one-off projects, he pursues sustainable value creation by comprehensively linking region, industry, education, space, capital, and culture.
As Founder and Representative Director of Asia 6th Industry Sousei Academy, he has established the core mission of “cultivating new agricultural talent to carry Asia’s future, and becoming an agri-innovation incubation platform that sustainably generates value.” He drives the incubation of 6th industrialization projects, talent development, and the connection of Japan-China regional revitalization resources. The academy’s materials systematically compile Japan’s 6th industrialization case studies, expert networks, system models, and key business content.
Currently, Mr. Fukuzawa is particularly focused on the rural comprehensive complex, forest comprehensive complex, and coastal comprehensive complex concepts centered on the Niseko area of Hokkaido. For him, Niseko is not merely a real estate market or long-term stay destination — it is a region with the potential to become a prototype for an ideal new society of human civilization, an experimental site for next-generation communities embodying truth, goodness, and beauty.
Mr. Fukuzawa Hiroyasu (Yu Zhao) is an exceptionally rare practice-oriented producer who transforms Japan’s ideas, methods, and regional experience into future industries, regional revitalization, and the vision of an ideal homeland.
